Pursuant to Clause 1, Article 9 of Circular 07/2023/TT-BKHCN regulating the signing of hiring contracts to hold leadership positions in public science and technology organizations as follows:

1. Authority to sign contracts.

a) The head of the competent agency or unit specified in Clause 2, Article 6 of this Circular signs a contract or authorizes a deputy or head of the staff organization advisory department to sign a contract with hired person

b) For public science and technology organizations in the case specified in Point b, Clause 1, Article 8 of this Circular, the head of the competent agency or unit specified in Clause 1, Article 6 of this Circular (or Authorize the head of the advisory department on personnel organization of a public science and technology organization to sign a contract with the hired person.

2. Contract term:

a) A person hired to hold the position of head of a public science and technology organization may sign a contract with a definite term not exceeding 36 months. At least 90 days before the expiration of the contract term, the competent authority shall evaluate the quality of work to consider re-signing the contract for a maximum term of 36 months.
