Has there been a Circular regulating the order and procedures for determining national science and technology tasks using the State budget from July 9, 2023?

On May 25, 2023, the Ministry of Science and Technology issued Circular 06/2023/TT-BKHCN regulating the order and procedures for determining national science and technology tasks using the State budget.

Accordingly, Circular 06/2023/TT-BKHCN stipulates the basis for developing order proposals including:

– Requirements of Party and State leaders;

– National socio-economic development strategy and plan; local socio-economic development plan; strategies and plans for industry and field development;

– National science, technology and innovation development strategy;

– Five-year and annual scientific and technological directions, goals, and tasks;

– National science and technology programs;

– Particularly important science and technology issues to address urgent national needs in defense, security, natural disasters, epidemics and science and technology development.

Circular 06/2023/TT-BKHCN takes effect from July 9, 2023 and abolishes Circular 07/2014/TT-BKHCN.

What principles must be met when developing an order proposal to implement national science and technology programs?

In Article 4 of Circular 06/2023/TT-BKHCN, there are regulations on principles for building order proposals as follows:

Principles for building order proposals

1. The construction of the order proposal meets the following principles:

a) There is sufficient basis for urgency and meets the criteria of science and technology tasks specified in Clause 1, Article 25 of Decree No. 08/2014/ND-CP dated January 27, 2014 of the Government detailing and guiding the implementation of a number of articles of the Law on Science and Technology;

b) Have a plan to apply or use the results;

c) Have an estimated appropriate implementation time to ensure feasibility in organizing implementation.

Thus, building an order proposal must meet the following principles:

– There are sufficient grounds for urgency and meeting the criteria of scientific and technological tasks. Specifically:

+ It is important for socio-economic development, national defense and security throughout the country; plays an important role in enhancing national scientific and technological potential;

+ Solve science and technology issues related to many industries, fields, and inter-regions;

+ Must mobilize national resources, possibly with the participation of many science and technology sectors.

– Have a plan to apply or use the generated results;

– Have an estimated appropriate implementation time to ensure feasibility in organizing implementation.

How is the order for developing order proposals for implementation in national science and technology programs?

In Article 8, Circular 06/2023/TT-BKHCN stipulates the order for developing order proposals as follows:

Order proposal construction order

1. For proposals to place orders for implementation in national science and technology programs specified in Clause 5, Article 3 of this Circular:

a) Ministries, central agencies and localities develop ordering proposals in accordance with the national science and technology program and send dossiers to the Ministry of Science and Technology (directly, via postal service). public benefit or through the National Science and Technology Task Management System). Records include:

– Official dispatch requesting orders;

– Summary table of proposed list of orders for national science and technology tasks according to Form B1-DXĐH in the Appendix issued with this Circular;

– Task proposal form from agencies, organizations and individuals according to the form specified in Clause 4, Article 7 of this Circular.

b) The Ministry of Science and Technology collects consulting opinions from the Program Management Board and experts (if necessary) to synthesize and consider the suitability of task proposals from agencies, organizations and individuals with national science and technology program, develop a summary list of proposed orders for national science and technology tasks according to Form B2-DXĐH in the Appendix issued with this Circular.

2. For proposals to place orders based on the grounds specified in Clauses 1, 2, 3, 4 and 6, Article 3 of this Circular: Ministries, central agencies and localities shall organize consultations with advisory council or experts to select task proposals specified in Clause 2, Article 7 of this Circular and send ordering proposals to the Ministry of Science and Technology (directly or through the Task Management System). Ministries, central and local agencies that develop ordering proposals in accordance with the national science and technology program are responsible for sending dossiers to the Ministry of Science and Technology through the following forms: directly, via email. public postal services or through the National Science and Technology Task Management System.

Step 2: The Ministry of Science and Technology, if deemed necessary, will seek advice from the Program Steering Committee and experts to synthesize and consider the suitability of task proposals from agencies, organizations and individuals with the program. national science and technology program;

At the same time, build a summary list of proposals for ordering national science and technology tasks according to Form B2-DXĐH.
